SCUM3 Patch 4

- Scarf's scarf color is now orange so as not to violate the copyright of Coca-Cola (because their color is red!!)
- tweaked cement21 a bit
- made the dialoges last a little longer in nu-stjr's hq level and changed the mid-textures of the crew to sprites
