I've got two recommendations; Piskel and Aseprite/LibreSprite.
Piskel is very basic and easy to pick up, that's actually what I used for about three years before learning about Aseprite.
Aseprite is quite versatile with all sorts of tools to use. The interface may look intimidating for some people, but once you learn what everyrhing does, you can use it to the fullest potential.
If you don't have money for Aseprite, you can just pick up LibreSprite. It might not have all the features that Aseprite has, and is more prone to bugs since it's a fork of an old version of Aseprite, but it's free.
Piskel's good for getting a good start on pixel art, while Aseprite is like the swiss army knife of pixel art software; it's just that good, & LibreSprite is free
