Junio Sonic Kick Dust - Junio Run Dust, but for everyone!

You read the title, this allows all players to have the water/run dust that junio has.

Spoiler: Commands

juniokickdust: Enables or Disable the Kick Dust entirely. (On or Off) (Default: On)
juniogroundkickdust: Enables or Disable the Kick Dust just for when running on the ground. (On or Off)...

Added two new commands:

juniokickdustwaterspeed: Change the speed of how fast you need to be to see the dust when on water. (Default: 20)
juniokickdustgroundspeed: Change the speed of how fast you need to be to see the dust when on ground. (Default: 70)
